Kopp <br />City Manager - City of Mound <br />5341 Maywood Road <br />Mound, Minnesota 55364 <br />Re: Site Acquisition <br />Northwestern Prep School <br />Dear Mr. Kopp: <br />Thank you for the meeting on December 3, 1980 with <br />Byron Dunkley, Jim Hoiby and myself. As discussed, New <br />Horizon intends to purchase Northwestern Prep School's <br />facility in Mound. <br />In accordance therewith we have reviewed your <br />zoning ordinances and, in particular, Division 2, <br />Chanter 23, Page 3 entitled, "Conforming Uses for Resi- <br />dential Districts Al and A2," and find them similar to <br />those of other cities in which -New Horizon schools are <br />presently located. <br />It appears that in an Al or A2 zone, a school is <br />a conforming and permitted use not requiring a conditional <br />or special use permit. I understand that Northwestern <br />Prep School is deej;-ied of that status. <br />Pursuant to Department: of Public Welfare Rule 3, <br />Standards for Gf-oup Day Care of Pre -School and School -Age <br />Children, New Horizon is licensed in the State of Minnesota <br />as a school -I • specifically refer to DPW Rule 3, Page 6q: <br />"The name ls(_hool' may be used only by <br />programs having a minimum of one teacher <br />certified by the Minnesota State Depart- <br />ment of Education. One certified nursery <br />school teacher must be present during the <br />major mart of the program for every twenty <br />children." <br />
