As you are aware, the City of <br />Roseville has for many years cooperated with Ramsey County in the implementa- <br />tion of the major street plan as development subdivisions or changes occur <br />along the county roadways. As such, we hope to join you in avoiding consi- <br />derable cost to the public in the future by not, at that time, having to pay a <br />considerable sum for properties necessary for the transportation. <br />Our approach is to follow your master plan and assist in its implementation. <br />In the case of the Robbins property, a request for a planned unit development <br />was made and as part of our processing did, indeed, request the additional ten <br />feet of right of way for Victoria Street, as per your master plan. If the county <br />board waives the requirement for this parcel for right-of-way dedication, then <br />the City of Roseville would no longer request the right of way be dedicated. <br />As we have discussed in the past, in these cases the uncertainty of exactly how <br />much right of way would specifically be needed in the foreseeable future, is <br />always difficult to ascertain. In reviewing the particular location, I find <br />the following: <br />1. The roadway in this section is considerably narrower than * to the <br />south with aggregate Fhoulders. <br />2. No curb and gutter exists. <br />3. No storm drainage facilities exist. <br />4. This roadway is on the official Ramsey County bike path system, al- <br />though no bike paths are currently inplace. <br />5. This roadway is on the official Roseville pathway system, similarly <br />with no facilities currently inplace. <br />6. Development is pending on the vacant property to the north of the <br />Robbin'sparcel of a similar narrow strip of land. The decision on this parcel <br />should be thought through thoroughly so that parcels, such as Mr. George Reil- <br />ing's, and potentially others could be treated consistently and fairly as <br />they develop to avoid having fragmented right-of-way widths. <br />I would also request that you would discuss with your staff this situation of <br />approving the equivalent of a plat which identifies buildings already existing <br />on county right-of-way. Dedication to the master plan would, of course, result <br />in an additional ten feet of intrusion into the structure. Your staff's inter- <br />pretation of the latter question may potentially impact how the City of Rose- <br />
