Mrs. Lindahl has indicated in conversations <br />with the staff regarding this application, that she has received no <br />complaints from neighbors, and that her operation has been successful to <br />date. Because the -Special Use Permit issued had a definite termination <br />date, at this point she is required to submit a new application for a <br />Special Use Permit to.continue the operation. Attached is a copy of a <br />statement dated l November 1982 from Mrs. Lindahl indicating her intent. <br />6 <br />You will note, that at this point she desires to be allowed to operate for <br />three 'days a'week, and that the Special Use Permit be issued without a <br />time restriction. <br />Attached ;also is a copy of a survey of the property and a plan of the home <br />indicating the location of the beauty shop in the basement of the residence. <br />` <br />7: <br />Notices of the hearing .before the Planning Commission and Council have <br />been mailed to owners of property within 350 feet of the Lindahl <br />residence in accordance with the required procedures for a Special Use <br />Permit consideration. To date, the staff has received no calls from <br />neighbors expressing questions or concerns. If there have been problems <br />with respect to this operation in the past three years, it is likely that <br />neighbors will express their concerns at the hearing. Certainly in this <br />case,,:there has been a test of,the impact for the neighbors to judge. <br />84 <br />,In most cases, Special Use Permits in the City are issued without time <br />limitations unless there is a definite indication of potential problems: <br />Lacking, any expression of such concern, it would appear appropriate for. <br />t° <br />the Planning Commission and Council to consider the issuance of a Special <br />Use Permit as requested without a time limitation. Thus, the Planning <br />Commission and. Council may consider denial of the permit, or, issuance of <br />t <br />a <br />the permit with conditions. If issuance is recommended, the conditions <br />might.be as -,follows: <br />4a� <br />a. That the operation be confined to three days per week. <br />b.
