REQUEST FOR COUNCIL ACTION
Date: 3/18/2024
Item No.: 10.f.
Department Approval City Manager Approval

Item Description: Approve Agreement for Professional Services for 2024 SCADA
Services

Background
The City of Roseville uses Supervisory Control and Data Acquisition (SCADA) software to
help monitor all pumps and controls for lift stations, the booster station, and the water
tower. To help keep our SCADA system operating as updates or changes are needed, the
City uses a consultant. Since around 2012, the City has used Advanced Engineering and
Environmental Services, LLC (AE2S) to perform our SCADA maintenance. They are very
familiar with our system and are used as an on-call consultant, only when needed.
Historically, we have never had a formal agreement. The Professional Service Agreement
would formalize our current process with AE2S. The agreement would be an hourly rate
contract, as needed, and would be good through December 31, 2026.

The City Attorney has reviewed the agreement.

Policy Objectives
It is City policy to keep City-owned infrastructure in good operating condition, to keep
systems operating in a safe condition.

Racial Equity Impact Summary
There should be no equity impacts for this agreement.

Budget Implications
The 2024 budget has $9,000 total budget in operating funds for SCADA maintenance. The
funding is split equally between the water fund, sanitary sewer fund and the storm sewer
fund.

Staff Recommendations
Staff recommends the City Council approve the professional services agreement with
AE2S, for 2024 SCADA services.

Requested Council Action
Motion to approve the proposal and enter into a professional services agreement with
AE2S, for 2024 SCADA services.
Qbhf!89!pg!241
