<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/18/2024 <br />Item No.: 10.g. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Drainage Easement Over Lot 17A, Block 1, Owasso Shores <br />Addition <br />1 <br />2 Background <br />3 The City installed storm sewer on Sandy Hook Drive adjacent to Lake Owasso in 1999, <br />4 which drains to Lake Owasso through a 12’ wide easement that is within a platted lake <br />5 access for property owners. The storm sewer and the land from the street to Lake Owasso <br />6 is flat and drainage has been a historic problem. The property owners that access the lake <br />7 through this area requested the City look at improving the drainage overland to minimize <br />8 issues caused by the storm sewer, lack of drainage, and the access to and from the lake. <br />9 The City looked at possible solutions and determined that some grading and turf <br />10 reinforcement could be completed to improve drainage and maintain access to the owners. <br />11 The grading and turf reinforcement would be outside of the current easement, which the <br />12 City could not maintain long term. After discussing with the property owners, an agreement <br />13 was made that the City would get an easement to cover the access area to be able to <br />14 grade, install the turf reinforcement, and maintain the drainage long term. <br />15 <br />16 Policy Objectives <br />17 It is City policy to improve and maintain drainage to reduce the risk of localized flooding. <br />18 <br />19 Racial Equity Impact Summary <br />20 There should be no equity impacts associated with this agreement. <br />21 <br />22 Budget Implications <br />23 There are no costs for the easement. The overall cost of the improvements is estimated to <br />24 be $35,000. Once the City gets quotes for the improvements, they will be brought to <br />25 Council for approval.
