Attachment 2 <br />517 SECTION 7: Title 2, Section 208 “Finance Commission” of the Roseville City <br />518 Code is amended and renumbered to read as follows: <br />519 <br />520 208.01Establishment and Membership Purpose <br />521 208.02Membership <br />522 208.03 Scope, Duties and Functions <br />523 <br />524 208.01 ESTABLISHMENT AND MEMBERSHIP PURPOSE. <br />525 <br />526 There is established a Finance Commission of the City which shall consist of seven members <br />527 appointed by the City Council and which shall be subject to Chapter 201 of the City Code. A <br />528 minimum of three members shall have financial management experience or training. The Finance <br />529 Commission is established to provide a method for citizen review and input regarding the <br />530 financial affairs of the City. The Finance Commission shall advise the City Council, City <br />531 Manager, and City Finance Director, though it does not have decision-making authority except <br />532 as expressly established by City Code. <br />533 <br />534 208.02 MEMBERSHIP. <br />535 The commission will consist of seven members appointed by the City Council. A minimum of <br />536 three members must have financial management experience or training. <br />537 <br />538 208.03 SCOPE, DUTIES, AND FUNCTIONS. <br />539 The City Council has created the Finance Commission to serve in an advisory capacity regarding <br />540 the City’s financial matters to make recommendations that will provide clarity, transparency, and <br />541 accessibility of financial information, to review policies and offer strategies for improved <br />542 budgeting and funding for present-day operations and future needs, and to review the City’s <br />543 financial affairs. <br />544 <br />545 The duties and functions of the Commission commission may include: <br />546 A. Advise on short and long-term financial policy matters, including but not limited to cash <br />547 reserve funds, budgets, financing, and capital replacement policies. <br />548 <br />549 B. Review and recommend funding strategies for the Capital Improvement Plan. <br />550 <br />551 C. Recommend budget goals including but not limited to spending levels, local tax rate, utility <br />552 rates, and tax levy targets, for the general budget, the EDA and management of enterprise <br />553 and all funds, and spending levels. <br />554 <br />555 D. Review and recommend standardized budget and financial reporting methods and tools to <br />556 make financial communications and budget information more transparent, <br />557 comprehensible, and accessible to the public. <br />Qbhf!37!pg!62 <br /> <br />
