Attachment 4 <br />1175A,11-25-1996) <br />Ifanamendment to theComprehensivePlanFutureLand UseMap is requestedbyaproperty <br />owner, theapplicant shall hold an open housemeetingwithresidentsandpropertyowners in the <br />vicinityoftheaffected propertypriorto submittinganapplication fortheamendment. <br />Requirementsforsuchan open houseareasfollows: <br />A.Purpose: To provideaconvenientforumforengagingcommunitymembersin the <br />development process, to describetheproposal indetail, and to answerquestions and solicit <br />feedback. <br />B.Timing: Theopen houseshall beheld not morethan 30 days priorto thesubmission ofan <br />application forComprehensivePlanFutureLandUseMap Amendmentapprovaland shall <br />beheld on aweekdayeveningbeginningbetween6:00 p.m. and 7:00 p.m. andendingby <br />10:00 p.m. <br />C.Location: Theopen houseshall beheldat alocation in orneartheneighborhoodaffectedby <br />theproposedamendment, and(in thecaseofasitenearRosevills boundaries)preferably <br />inRoseville.In theeventthat such ameetingspaceis not availabletheapplicant shall <br />arrangeforthemeetingto beheldat theCityHall Campus. <br />D.Invitations: Theapplicant shall prepareaprintedinvitation identifyingthedate, time, place, <br />and purposeoftheopenhouseand shall mail theinvitation to therecipients in alist <br />preparedand provided in electronicformatbyCommunityDevelopmentDepartment staff. <br />Therecipients will includepropertyowners within 500 feet oftheprojectproperty, <br />members ofthePlanningCommission andCityCouncil, and othercommunitymembers <br />that haveregistered to receivetheinvitations. <br />E.Summary: A written summaryoftheopen houseshall besubmittedas anecessary <br />component ofanapplicationforComprehensivePlanFutureLand UseMap Amendment <br />approval.(Ord. 1362, 3-24-2008) <br />202.05:ADOPTIONOFCITYCOMPREHENSIVEPLANBYCITY <br />COUNCIL: <br />Uponreceiving arecommendation from thePlanningCommission fortheestablishment or <br />amendment ofaplan, theCityCouncil shallfollow procedureassetforthinChapter108 ofthis <br />Code. TheCityCouncilmayadopt such plan oramendmentsbyamajorityvoteofitsmembers <br />orbyalargermajorityifrequiredbystatute.(Ord.1175A, 11-25-1996) <br />202.06:MEANS OFEXECUTINGPLAN: <br />Upon theadoption oftheCityPlan oranysectionthereof, it shall bethedutyofthePlanning <br />Commissiontorecommend to theCityCouncilreasonableandpracticablemeansforputtinginto <br />effect suchPlan orsection thereofin orderthat thesamewill serveasapatternandguideforthe <br />orderlyphysical development oftheCity.Suchmeans shallconsist ofazoningplan, thecontrol <br />ofsubdivision plats, aplanforfuturestreet locations, etc.(Ord. 194, 4-19-1955) <br />202.07:ZONINGCODEANDCITYCOMPREHENSIVEPLAN: <br />ThePlanningCommission may, upon its own motion orupon instruction bytheCityCouncil, <br />preparerevisions to theZoningCodeand/orPlanfortheCity.BeforerecommendingsuchCode <br />and/orPlan to theCityCouncil, thePlanningCommission shall hold at least onepublichearing <br />as providedforinChapter108 ofthis Code.
