<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/11/2024 <br />Item No.: 7.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss Human Rights, Inclusion, and Engagement Scope, Duties <br />and Functions <br />1 <br />2 Background <br />3 Over the past year, the City Council has tasked commissions with reviewing and providing <br />4 feedback related to their respective commission's scope and duties. Commissions, <br />5 including the Human Rights, Inclusion and Engagement Commission (HRIEC) submitted <br />6 suggestions for changes to the City Council. At the January 22, 2024 meeting, Council <br />7 heard from members of the HRIEC regarding their suggested changes to the commission's <br />8 scope and duties. At the February 12, 2024 council meeting a motion was made to place <br />9 on an upcoming agenda an item to discuss the HRIEC's scope, duties and functions. <br />10 <br />11 Attached is a document drafted by the Council subcommittee members (Etten, Schroeder) <br />12 based on their work to-date intended to prompt discussion. <br />13 <br />14 Policy Objectives <br />15 Chapter 201.02 of the City Code states that “Advisory Commissions are established to <br />16 provide a method for citizen input and are advisory to the City Council. The existence of city <br />17 commissions are supportive of the Community Aspirations to be “Welcoming, inclusive, and <br />18 respectful” and “Engaged in our community’s success as citizens, neighbors, volunteers, <br />19 leaders, and business people”. Finally, the work of each city commission supports <br />20 achieving the Community Aspirations. <br />21 <br />22 Racial Equity Impact Summary <br />23 City Commissions provide direct input and an important connection to the City Council and <br />24 staff. As a result, the City’s Strategic Racial Equity Action Plan (SREAP) identifies <br />25 commission diversity as a top priority in order to ensure all voices are heard, especially <br />26 those of BIPOC residents whose input has been marginalized and simply not asked for in <br />27 the past. Ensuring that the role of commissions is clear to participants, accessible and <br />28 accommodating to potential commissioners, and the work is meaningful to the commission <br />29 members and the community will be important for the City Council to keep in mind as <br />30 changes to the commission structure are discussed. <br />31 <br />32 Budget Implications <br />33 None <br />34 <br />Page 1 of 2 <br />Qbhf!57!pg!62 <br /> <br />
