<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/4/2024 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Streetlight Policy <br />1 <br />2 Background <br />3 The City of Roseville currently has a Streetlight Policy that was last revised in 2003. The <br />4 current policy (Attachment 1) defines aspects of streetlight installation and maintenance. <br />5 The current policy established where and when standard streetlights could be installed and <br />6 a process for how non-standard streetlights, or non-standard streetlight spacing, could be <br />7 installed upon request. <br />8 <br />9 Since the lighting policy is over 20 years old and many lighting systems are coming due for <br />10 replacement, staff seeks the Council's guidance and input on potential revisions. Staff <br />11 presented this to Council at the February 12, 2024 meeting. Based on feedback, staff <br />12 updated the policy. The draft policy is included as attachment 2 showing the overall <br />13 changes from the current policy. A clean version of the new proposed streetlight policy is <br />14 included as attachment 3. <br />15 <br />16 The policy includes the following major changes: <br />17 <br />18 1) Sets minimum lighting standard for lights at all intersections, curves, and marked <br />19 crosswalks, regardless of request. <br />20 <br />21 a. If the policy is approved, staff will work with Xcel to install streetlights at missing <br />22 intersections, curves, and crosswalks. We anticipate we will spread the new installations <br />23 (~120) out over the next 3-5 years depending on if there are upfront costs and Xcel’s <br />24 availability. <br />25 <br />26 i. Additional maintenance costs are anticipated to be approximately $15,840 <br />27 annually (120 lights x $132/year) once all new lights are installed. <br />28 <br />29 b. Staff will notify adjacent property owners within 300 feet of the new light location that <br />30 lighting will be installed at least three weeks prior to the installation of the light. <br />31 <br />32 2) For mid-block lights, the petition process was reduced from 100% of the adjacent <br />33 property owners within 150’ of the proposed light location to 60%. <br />34 <br />Page 1 of 3 <br />Qbhf!26!pg!342 <br /> <br />
