<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/4/2024 <br />Item No.: 10.g. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Resolution Approving the Master Agreement for <br />Maintenance of Traffic Control Signal Systems with Ramsey County <br />1 <br />2 Background <br />3 The City of Roseville and Ramsey County Public Works work together on a variety of <br />4 projects which impact the construction, maintenance, and operation of traffic signal <br />5 systems, luminaires, and pedestrian crossing signals. To date, the maintenance and <br />6 operation responsibilities for each system, or portion of a system, were also included in <br />7 project-specific construction cooperation agreements. The responsibilities were often not <br />8 consistent across projects, much less across the 15 municipalities within Ramsey County. <br />9 To reduce the need for negotiation on individual projects, and to seek clarity and uniformity <br />10 of traffic signal maintenance and operation responsibilities, Ramsey County has worked <br />11 with City staff to draft the Master Agreement for Maintenance of Traffic Control Signal <br />12 Systems. <br />13 <br />14 The Master Agreement (Attachment 2) provides a record of maintenance and operation <br />15 responsibilities for existing signals, a mechanism to allow work to be completed and billed <br />16 to the appropriate agency, and a framework for how new or revised systems will be added <br />17 to the agreement’s exhibit. <br />18 <br />19 The City Attorney has reviewed the agreement and the County has incorporated the <br />20 recommended changes. <br />21 <br />22 Policy Objectives <br />23 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />24 systems operating in a safe condition. <br />25 <br />26 Racial Equity Impact Summary <br />27 There are no racial equity impacts anticipated with approval of this agreement. <br />28 <br />29 Budget Implications <br />30 The agreement changes the maintenance of the luminaires and/or cost of power <br />31 responsibilities on five signal systems.
