City staff shall determine the number and <br />132 locations of lights that could have been installed under the Standard <br />133 District section of this policy. The maintenance cost for these lights will <br />134 be deducted from the overall project cost. <br />135 A summary of the assessable cost shall be as follows: <br />136 Cost of installation of enhanced streetlights <br />137 plus Cost of Operation, Maintenance (pro-rated for 25 years) <br />138 plus Administrative costs <br />139 minus“Standard District” maintenance cost (if applicable) <br />140 = total assessable cost. <br />141 Xcel energy provides a 25-year warranty for the streetlights that they <br />142 install. This is included in the City’s monthly charge. At the end of this <br />143 period the City will evaluate the maintenance needs for the “enhanced” <br />144 areas. A reconstruction project will be considered where the new <br />145 operation and maintenance costs for the next 25 years will be proposed to <br />146 be assessed to the benefiting properties. <br />147 <br />148 V. Development/ Redevelopment Streetlights <br />149 The Developer of any proposed subdivision or redevelopment area, whether residential, <br />150 business or other may elect to install streetlights as a part of their overall development <br />151 plans. Approval and implementation shall conform to this policy. Developers shall meet <br />152 the Streetlight Standard District criteria unless they apply to meet other district criteria. <br />153 Installation of public streetlights shall be included as part of the development agreement. <br />154 <br />155 A. Procedure <br />156 o The developer shall submit a streetlighting plan for review and approval by <br />157 the City Engineer. <br />158 o For new residential subdivisions and business areas, the developer shall pay <br />159 the operation and maintenance costs to the electric utility company until the <br />160 City accepts the streetlighting system. <br />161 o Acceptance of the new streetlights must be requested in writing by the <br />162 developer, along with a certification from the electric utility company that it <br />163 was installed according to their specifications. <br />164 B.Funding <br />165 o The costs for installation, operation, and maintenance of streetlights in <br />166 developments will be paid for by the developer according to the provisions set <br />167 forth in this Policy. <br />168 o The operation and maintenance costs for an Enhanced District project in new <br />169 developments shall be paid for by the new development in perpetuity. These <br />170 costs shall be determined and included in the Development Contract. The <br />171 costs shall either be paid up front by the developer or assessed to the property <br />172 owners. The total cost shall be the “enhanced” operation and maintenance <br />173 cost minus the City’s Standard District contribution.
