Attachment 2 <br />ROSEVILLE POLICE DEPARTMENT <br />2®²¤µ¨««¤ (®³¤«² lj 5²¤ ®¥ 0®«¨¢¤ 2¤²®´±¢¤² <br />3´¬¬ ±¸ ®¥ ¢ ««²Ǿ 2018-202Β <br />BACKGROUND <br />In recent years, there has been a noticeableincrease in police calls for service and code-related issues, especially at <br />three of the hotels, the Key Inn, Norwood Inn, and Motel 6. There have been numerous illegal activitiesoccurring on <br />those properties. Despite the City of Roseville and the RosevillePolice Department’s efforts to improve safety and <br />address the concerns, criminal activity and poor conditionscontinue to existat the problem hotels. <br />In response to the continued drain on city and police services, the Roseville City Council instituteda repeat nuisancecall <br />fee for lodgingestablishments. Under the ordinance passed on October 25, 2021, lodgingestablishments are assessed a <br />repeat nuisance service call fee if they exceeda ten-call monthly threshold. The ordinanceexempts calls stemming from <br />medical emergencies,domestic assaults, and police generated activity such as traffic stops. <br />Roseville Police began enforcement of the new ordinance in February, 2022. In 2022, only Key Inn, Motel 6, and <br />Norwood ever exceeded the 10 call threshold. In 2022, Key Inn was fined$6,250, Motel 6 was fined $18,000, and <br />Norwood was fined $2,000. At the end of 2022, the city entered into a memo of understanding with the Norwood and <br />Key Inn, which required them to implement a number of public safety measures, including adding additional security <br />cameras, improved documentation, and requiring staff to report suspected criminal activity. <br />In 2023, only Motel 6 was assessed two fines for having more than ten callsin a month (January and March). <br />SUMMARY OF CALLS FORSERVICE <br />The following table shows the breakdown of reactive Calls for Service (CFS)to each property by yearas well as the <br />monthly average number of calls responded to at each property.
