Attachment 4 <br />Section 317.02 License Required, Issuance of License <br />This sectionrequires lodging establishments to receive a license issued by the City of Roseville <br />and approved by the Roseville City Council. As part of the license application, contact <br />information of the applicant must be provided as well as a list of Interested Person as defined in <br />the ordinance. All Interested Persons are subject to approval by the City and to a criminal <br />background check. <br />As part of consideration of the license, the premises of the lodging establishment are subject to <br />inspection by the City to ensure compliance with all applicable health and safety codes. Also, as <br />part of consideration of the license, the City may impose reasonable conditions upon the license. <br />These conditions may be imposed at the time of initial issuance or renewal of the license, as well <br />as part of action against the license holder for nuisance activities and/or condition of the premise. <br />During the application process, the applicant can requestan Extended Stay Permit for stays at the <br />lodging establishment for periods longer than 29 days, as long as certain conditions are met. <br />Applicants for a lodging establishment license will be required to pay a fee for the license and <br />the criminal background check. <br />Each license shall be considered for approval by the City Council. If granted, the license shall <br />expire on December 31 of each year and must be renewed annually. If the license application is <br />denied, the applicant has the right to appeal. If the license application is denied, the applicant has <br />to wait for 12 months before applying again for a lodging establishment license. <br />Section 317.03 Basis for Denial of License <br />This section lists the reasons for which a license may be denied. These reasons include the <br />lodging establishment not complying with relevant health and safety codes, an Interested Person <br />having license suspended/revoked or a repeat nuisance service call fee imposed by the City of <br />Roseville or by another jurisdiction, and an Interested Person that has oversight of the day-to-day <br />operations having one or more criminal convictions that relate to lodging establishments. <br />Section 317.04 Minimum Standards of Operation <br />The section lays out minimum standards of operation of the lodging establishment. These include <br />ensuring all guests staying in rooms being registered with the lodging establishment after <br />providing suitable identification, not knowingly permit illegal activity on the premises and <br />informing the City of any illegal activity once known, proper maintenance of video surveillance <br />systems, and prohibiting the rental of hotels rooms on a hourly basis, permitting residency at the <br />lodging establishment (more than 30 days for establishments that do not have an Extended Stay <br />Permit), and allowing the residence of an Interested Person, employee, manager or contractor at <br />the lodging establishment. This section also lists out the minimum requirement that each <br />guestroom must have in place. <br />Other standards of operations required as part of Section 317.03 included the keeping and <br />maintenance of a register of persons who are staying the lodging establishmentand requiring the <br />lodging establishment to cooperate with authorities is response to an emergency call for service, <br />or reports of suspicious or illegal activity. <br />Section 317.05 Penalty for Violation <br />Qbhf!:6!pg!342 <br /> <br />
