<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/26/2024 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Award Contract for Operation of a Clean Up Day <br />1 <br />2 Background <br />3 Roseville reinstituted a Clean Up Day in 2003 after a decade hiatus. The service has since <br />4 been well received with good participation. There have been between 306 and 567 vehicles <br />5 visiting the site in each of the 20 years of the Clean Up Day. Residents have disposed of on <br />6 average 32 tons of garbage and recycled more than 10 tons of appliances, electronics, and <br />7 tires each year. <br />8 <br />9 The contract for operation of the City’s Clean Up Day expired in December of 2023 and <br />10 staff issued a Request for Quotes (RFQ) for 2024-2026 to several waste management <br />11 companies. One proposal was submitted. Lightning Disposal meets the service <br />12 specifications of the proposal. Lightening Disposal was the contractor for the last 12 years. <br />13 Staff has been very satisfied with their performance over that time. The City Attorney has <br />14 reviewed the attached agreement (Attachment 3). <br />15 <br />16 Policy Objectives <br />17 Roseville’s commitment to environmental protection and resilience is reflected in the City’s <br />18 Comprehensive Plan, and includes waste reduction and increasing opportunities to recycle <br />19 materials. <br />20 <br />21 Racial Equity Impact Summary <br />22 There should be no equity impacts associated with this request. The Clean Up Day event <br />23 provides an opportunity to dispose of materials at a discounted rate and provides another <br />24 disposal option to residents instead of only curbside collection. <br />25 <br />26 Budget Implications <br />27 Users pay two-thirds of the disposal costs for their items – the City pays the other third. <br />28 Since 2015, Roseville has paid between $3,600 and $10,000 annually for operation of the <br />29 Clean Up Day event.
