<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/26/2024 <br />Item No.: 10.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve the Cooperative Construction Agreement with the City of <br />Falcon Heights for the 2024 Sanitary Sewer Lining Project 24-06 <br />1 <br />2 Background <br />3 The City of Roseville and Falcon Heights currently have a Joint Powers Agreement (JPA) in <br />4 which Roseville provides engineering services to Falcon Heights to oversee and manage <br />5 their infrastructure and projects. For 2024, Roseville staff has worked with Falcon Heights <br />6 to develop a sanitary sewer lining project. <br />7 <br />8 Roseville staff has also been developing its annual sanitary sewer lining project for <br />9 Roseville. Since the projects for each City are similar in scope, staff recommends the two <br />10 projects be completed under one contract. This provides a larger scale project which <br />11 should result in better bid prices. Having only one contract to manage also saves staff <br />12 time. By doing one joint project, both cities should see some cost savings versus doing <br />13 separate projects. <br />14 <br />15 The cooperative construction agreement is included as Attachment 1. The agreement <br />16 documents the scope of the project in both cities, responsibility for the design, construction <br />17 management and how the project costs are divided. The agreement allows Falcon Heights <br />18 to review the bids prior to award and, if the bids are more than 20% over the engineer’s <br />19 estimate, Falcon Heights must approve or reject the bid prior to award by Roseville. <br />20 <br />21 Both Roseville and Falcon Heights City Attorneys have reviewed the contract. Falcon <br />22 Heights approved the agreement on February 14, 2024. <br />23 <br />24 Policy Objectives <br />25 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />26 systems operating in a safe condition. <br />27 <br />28 Racial Equity Impact Summary <br />29 There should be no equity impacts associated with this agreement. <br />30 <br />31 Budget Implications <br />32 The Roseville portion of the project is estimated to be $600,000 and will be funded using <br />33 the Sanitary Sewer Fund. <br />Page 1 of 2 <br />Qbhf!28:!pg!335 <br /> <br />
