REQUEST FOR COUNCIL ACTION Date: 2/26/2024 Item No.: 10.h. Department Approval City Manager Approval Item Description: Authorize Mayor and City Manager to execute a Professional Services Agreement with the Saint Paul Area Chamber of Commerce and a Cooperative Funding Agreement with the cities of Maplewood and St. Paul regarding continued funding of the Rice & Larpenteur Alliance 1 2 Background 3 Dating to the summer of 2016, the City has been actively engaging with the cities of Maplewood and St. 4 Paul, along with Ramsey County, regarding revitalizing and re-envisioning the Rice Street and 5 Larpenteur Avenue corridor. The cities and County commissioned a Rice and Larpenteur Area Visioning 6 Plan, which was accepted in 2018. Since early 2019, the cities and County have been working with the 7 Saint Paul Area Chamber of Commerce (SPACC) to provide consulting services surrounding 8 implementation of the Vision Plan through the Rice & Larpenteur Alliance. 9 10 The Rice & Larpenteur Alliance fiscal year runs from April to March. The Professional Services 11 Agreement (Attachment 1) provides funding to SPACC for professional services to run the Rice & 12 Larpenteur Alliance. Since Roseville serves as the fiscal agent to the Alliance, the Cooperative Funding 13 Agreement (Attachment 2) is with the cities of St. Paul and Maplewood, who provide their Alliance 14 funding to the City of Roseville, who uses it, coupled with City funds, to pay for SPACC's professional 15 services. 16 17 Prior City Council authorizations of these agreements include: 18 February 27, 2023: City Council authorized agreements for funding the Alliance for a fifth year 19(April 2023 thru March 2024). 20 February 14, 2022: City Council authorized agreements for funding the Alliance for a fourth year 21(April 2022 thru March 2023). 22 February 8, 2021: City Council authorized agreements for funding the Alliance for a third year 23(April 2021 thru March 2022). 24 March 9, 2020: City Council authorized agreement for funding the Alliance for a second year 25(April 2020 thru March 2021). 26 April 22, 2019: City Council authorized agreement for funding the Alliance for its first year (April 27 2019 thru March 2020). 28 Moving into the sixth year, the Alliance will continue with its current structural model whereby SPACC 29 provides professional services to the Alliance, with the Executive Director of the Alliance reporting to an 30 executive board. City staff seeks authorization to enter into the necessary contracts to fund the sixth 31 year. Exhibit A to the Professional Services Agreement consists of a Work Plan (also provided as 32 Attachment 3). The final work plan will be affirmed during the Alliance's annual meeting, which is 33 scheduled for March 5, 2024. 34 35 Policy Objectives 36 The services provided by the Alliance are broad and align with nearly all the City's adopted Community Page 1 of 2 Qbhf!316!pg!335
