38 Lines 172-203: Establishment of a "Notice to Neighboring Properties" requirement whereby <br />39 license holders must notify certain residential properties within 300' of the licensed short term <br />40 rental that the property will be used for short term rental. The notice must include specific <br />41 language, including providing the name, email address and telephone number of the owner <br />42 and/or local agent responsible for the short term rental property. <br />43 Lines 366-371: Establishment of a requirement that the license holder keep a register of persons <br />44 who rent the licensed premises, including the dates and duration of the rental and that such <br />45 records be submitted monthly with the loca lodging tax payments. <br />46 Because the ordinance was amended to stop the issuance of new licenses in February 2023, the rest of <br />47 the ordinance amendments (strikethrough and underlined text) reflect re-establishment of language that <br />48 was previously in place prior to the stoppage and are not amendments that enact new rules. <br />49 <br />50 Per the City Council's direction, existing short term rental license holders have been notified of this <br />51 meeting and the intent to enact new regulations related to short term rentals. <br />52 <br />53 Policy Objectives <br />54 The purpose of the license requirement for short term rentals is to ensure that non-owner-occupied short <br />55 term rentals of dwelling units is conducted, operated, and maintained so as not to become a nuisance to <br />56 the surrounding neighborhood or an influence that fosters blight and deterioration or creates a <br />57 disincentive to reinvest in the community. The operation of a short-term rental property is a business <br />58 enterprise that entails responsibilities required of the owner, local agent and guests. <br />59 <br />60 Racial Equity Impact Summary <br />61 Racial equity impacts have not been evaluated. <br />62 <br />63 Budget Implications <br />64 No meaningful budget implications have been identified at this time given only seven licenses have been <br />65 issued to-date.
