38 Lines 172-203: Establishment of a "Notice to Neighboring Properties" requirement whereby 39 license holders must notify certain residential properties within 300' of the licensed short term 40 rental that the property will be used for short term rental. The notice must include specific 41 language, including providing the name, email address and telephone number of the owner 42 and/or local agent responsible for the short term rental property. 43 Lines 366-371: Establishment of a requirement that the license holder keep a register of persons 44 who rent the licensed premises, including the dates and duration of the rental and that such 45 records be submitted monthly with the loca lodging tax payments. 46 Because the ordinance was amended to stop the issuance of new licenses in February 2023, the rest of 47 the ordinance amendments (strikethrough and underlined text) reflect re-establishment of language that 48 was previously in place prior to the stoppage and are not amendments that enact new rules. 49 50 Per the City Council's direction, existing short term rental license holders have been notified of this 51 meeting and the intent to enact new regulations related to short term rentals. 52 53 Policy Objectives 54 The purpose of the license requirement for short term rentals is to ensure that non-owner-occupied short 55 term rentals of dwelling units is conducted, operated, and maintained so as not to become a nuisance to 56 the surrounding neighborhood or an influence that fosters blight and deterioration or creates a 57 disincentive to reinvest in the community. The operation of a short-term rental property is a business 58 enterprise that entails responsibilities required of the owner, local agent and guests. 59 60 Racial Equity Impact Summary 61 Racial equity impacts have not been evaluated. 62 63 Budget Implications 64 No meaningful budget implications have been identified at this time given only seven licenses have been 65 issued to-date.
