Final Draft <br />December 18, 2003February 12, 2024 <br /> <br />Page 4 of 7 <br /> <br />132 The City Council will be asked to call and hold a public hearing <br />133 pursuant to Minnesota Statutes, Section 429.031. <br />134 If the project goes to the public hearing, but is not ordered forward, <br />135 subsequent petitions will not be undertaken for the same project <br />136 area or any part of the project area for a two (2) year period <br />137 beginning on the hearing date. The exception to this requirement <br />138 would be if the City initiates a street reconstruction project in the <br />139 area. <br />140 o Funding <br />141 The additional costs of an ÐEnhanced street lightingÑ project shall be <br />142 assessed to the benefiting property owners according to City Assessment <br />143 Policy. All properties within 150 feet (Street frontage) of each light shall <br />144 be considered for assessment. City staff shall determine the number and <br />145 locations of lights that could have been installed under the ÐStandard <br />146 Street LightÑ section of this policy. The maintenance cost for these lights <br />147 will be deducted from the overall project cost. <br />148 A summary of the assessable cost shall be as follows: <br />149 Cost of installation of enhanced streetlights <br />150 plus Cost of Operation, Maintenance (pro-rated for 25 years) <br />151 plus Administrative costs <br />152 minus ÐStandard Street LightÑ maintenance cost (if applicable) <br />153 = total assessable cost. <br />154 Xcel energy provides a 25-year warranty for lights that they install. This <br />155 is included in the CityÓs monthly charge. At the end of this period the City <br />156 will evaluate the maintenance needs for the ÐenhancedÑ areas. A <br />157 reconstruction project will be considered where the new operation and <br />158 maintenance costs for the next 25 years will be proposed to be assessed to <br />159 the benefiting properties. <br />160 IV. Standard Street Lights <br />161 In order to develop a rational approach to streetlight installation, the City Council in 1957, <br />162 established a policy to install streetlights at no assessment to ensure that the lights would <br />163 be installed where most needed and wanted. The ÐStandard Street LightÑ installation is a <br />164 continuation of this policy. <br />165 <br />166 A.
