<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/12/2024 <br />Item No.: 7.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider City Council and Advisory Commission Rules of Procedure <br />1 <br />2 Background <br />3 Each year, the City Council reviews the City Council and Advisory Commission Rules of Procedure for <br />4 ways to best conduct City business. The Rules of Procedure were last modified on January 10, 2022. <br />5(Attachment 1). <br />6 <br />7 At the January 8, 2024 meeting, the City Council discussed amending the Rules of Procedure to allow <br />8 for Commission member to bring forward ideas for future Commission discussion and <br />9 recommendation. The City Council also discussed having the Rules of Procedure amended to address <br />10 when virtual participation at meetings is allowed. The City Council ultimately directed staff to work on <br />11 the wording of each amendment and bring it back for further City Council consideration. <br />12 <br />13 Included in Attachment 2 are the proposed changes to the Rules of Procedure. <br />14 <br />15 Policy Objectives <br />16 Ensuring that clear and defined procedures for conducting City Council and Commission meetings is <br />17 important in providing transparency and building trust with the public that City business will be conducted <br />18 in a fair and consistent manner. <br />19 <br />20 Racial Equity Impact Summary <br />21 A virtual format may promote additional participation from those who have barriers to in-person <br />22 attendance. Virtual meetings reduce the economic and transportation-related barriers that often <br />23 discourage women, individuals with disabilities, and people who are employed in shift work from <br />24 attending in-person evening meetings. <br />25 <br />26 Budget Implications <br />27 Not applicable <br />28 <br />29 Staff Recommendations <br />30 The City Council should discuss the current City Council and Advisory Commission Rules and <br />31 Procedure and determine if any changes should be made.
