<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/29/2024 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Lake Owasso Safe Boating Association's request for permit <br />renewal of the water-ski slalom course on Lake Owasso <br />1 <br />2 Background <br />3 In 1997, the Lake Owasso Task Force presented a series of recommendations to the Roseville City <br />4 Council. In the resolution taking action on the recommendations, the Council agreed it would be the <br />5 policy of the City of Roseville to provide for public comment at Council meetings regarding requests for <br />6 permits on lakes. <br />7 <br />8 The Lake Owasso Safe Boating Association has had a slalom course on Lake Owasso for 56 years. The <br />9 association is requesting approval to have the course in place for the 2024 season. It will be in the <br />10 same location as past years.The association provided a copy of their certificate of insurance. <br />11 <br />12 Policy Objectives <br />13 The Lake Owasso Safe Boating Association requests approval for placement of a water ski slalom <br />14 course for the 2024 season. <br />15 <br />16 <br />17 Racial Equity Impact Summary <br />18 Upon review, staff has not identified any racial equity impacts with this request for council action. <br />19 <br />20 Budget Implications <br />21 There are no financial impacts to the City. <br />22 <br />23 Staff Recommendations <br />24 Staff recommends allowing for public comment and approving Lake Owasso Safe Boating Association’s <br />25 request to apply for a permit from the Ramsey County Sheriff for a water ski course on Lake Owasso. <br />26 <br />27 Requested Council Action <br />28 Motion approving Lake Owasso Safe Boating Association’s request to apply for a permit from the <br />29 Ramsey County Sheriff for a water ski course on Lake Owasso for the 2024 season. <br />30 <br />31 <br />Joe Adams, Deputy Police Chief <br />Prepared by: <br />1.
