24 3. A violent crime investigative partnership to provide support to local agencies across the state <br />25 investigating violent crimes, violent criminal organizations, and disrupting plots of mass violence <br />26 before they occur. <br />27 <br />28 In December 2023, the Roseville Police Department (RPD) was notified we were chosen as one of the <br />29 twelve metro agencies to be part of the Violent Crime Reduction Investigative Unit (component #3). <br />30 Three additional Ramsey County agencies were also selected to participate. This initiative would <br />31 combine BCA agents, analysts, and other personnel to provide assistance to communities combating <br />32 violent crime through an information-driven approach to precisely target those who are committing <br />33 violent acts in our communities. <br />34 <br />35 As part of the partnership and joint powers agreement, Roseville Police Department would assign a <br />36 detective to serve on the Violent Crime Reduction Unit (VCRU). The assigned detective would be <br />37 responsible for responding and working jointly on violent crimes affecting our communities, including <br />38 illicit firearms trafficking crimes, homicides, assaults, carjackings, and other cases involving dangerous <br />39 fugitives. <br />40 <br />41 The Roseville Police Department would be eligible to receive full reimbursement of the FTE, including <br />42 overtime. Other items such as vehicles, radios, computers, body-worn cameras and other equipment <br />43 would also be covered through funding appropriated by the legislature. The funding is allocated for three <br />44 years, although if the partnership is successful, it is possible it could be extended beyond the initial three <br />45 years. There are no match requirements from the city. <br />46 <br />47 The Roseville Police Department anticipates assigning an experienced officer or detective to the position <br />48 and then hiring a new officer to back-fill the vacancy. This would increase our sworn strength by one, <br />49 bringing our authorized sworn strength to 57 officers. In the event the funding was not extended beyond <br />50 the three years, there is no requirement or obligation for the City to continue the position or the funding. <br />51 When/if funding is no longer available for the position, RPD would either return to our current sworn <br />52 strength (56) through attrition or look at other grant opportunities to continue the position. <br />53 <br />54 The contract was reviewed and approved by the Roseville City Attorney. <br />55 <br />56 Policy Objectives <br />57 One of Roseville's community aspirations is to be a safe community. Violent crime erodes the sense of <br />58 safety in our community. Addressing violent crime is essential to ensuring we remain a safe community, <br />59 where people feel welcome. <br />60 <br />61 It is also part of the mission of the Roseville Police Department to serve as guardians of our community <br />62 to preserve life, maintain human rights, protect property and promote community commitment. It is <br />63 essential to our mission that we work to address violent crime and the impact it has on our entire <br />64 community, especially for those who are victimized. <br />65 <br />66 Racial Equity Impact Summary <br />67 Numerous studies have documented racial and ethnic disparities in violent crime. According to the <br />68 Bureau of Justice Statistics, Black, American Indian, and Latinx people are more likely than whites to be <br />69 victims of property and serious violent crimes. This is also true with homicides, with Black Americans <br />70 being nearly 10 times as likely as whites to be homicide victims (2020). The recent rise in violent crime <br />71 has continued to disproportionally impact communities of color. Neighborhoods with more concentrated <br />72 disadvantages tend to experience higher levels of violent crime. Studies have shown that neighborhoods <br />73 with higher poverty rates also tend to have higher rates of violent crime. In communities of color, <br />74 troubled relationships and mistrust of law enforcement also can hinder efforts to address violent crime. <br />75 <br />76 Budget Implications <br />77 The VCRU position is fully funded through state funding, including salary, benefits, vehicle, and <br />Page 2 of 3 <br />Qbhf!77!pg!367 <br /> <br />
