<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/22/2024 <br />Item No.: 7.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss Scope and Duties with Human Rights, Inclusion and <br />Engagement Commission <br />1 <br />2 Background <br />3 At the March 13, 2023 meeting, Council member Etten requested the Council consider a <br />4 discussion regarding the scope and duty of commissions, the number of and/or frequency <br />5 of their meetings as well as any other aspects of the current commission system they might <br />6 consider asking to change. In May, Councilmember Etten attended the Human Rights, <br />7 Inclusion and Engagement Commission (HRIEC)meeting to provide details on council's <br />8 request for commissions to further discuss these topics. <br />9 <br />10 The HRIEC then held discussions at their meetings in June, July, and September (no <br />11 meeting in August). The full commission's recommended changes were then forwarded <br />12 along with other commissions's work to the City Council for review at their November 27th <br />13 meeting. At that meeting, Council requested that the HRIEC members attend a future <br />14 meeting to discuss the changes that the commission suggested as they were the most <br />15 substantial. Attached for reference are the Commission's suggested edits to Chapter 205 <br />16(Attachment 1) as well as the current Chapter 205 (Attachment 2). <br />17 <br />18 Commissioners from the Human Rights, Inclusion and Engagement Commission will be in <br />19 attendance to discuss the changes they suggested to the commission's scope and duties <br />20 and provide background. <br />21 <br />22 Policy Objectives <br />23 The city is dedicated to creating an inclusive community where the predictability of success <br />24 is not based on race or ethncity. <br />25 <br />26 Racial Equity Impact Summary <br />27 The Human Rights, Inclusion and Engagement Commission's aim is to enhance inclusivity, <br />28 engagement and human rights within the City of Roseville.
