35 This ordinance would apply to all Roseville restaurants. We do not have racial <br />36 demographics of restaurant ownership in Roseville. However, a National Restaurant <br />37 Association study indicates that 19% of restaurant businesses in Minnesota are minority- <br />38 owned vs. 11% of all private sector businesses. <br />39 <br />40 Implementing an ordinance could have both positive and potentially challenging <br />41 implications for racial equity, especially for minority-owned restaurants. On the positive <br />42 side, an ordinance could contribute to environmental justice by reducing pollution and <br />43 waste in communities that may disproportionately bear the burden of environmental <br />44 hazards. However, there could also be challenges for minority-owned restaurants and/or <br />45 smaller restaurants. Switching to environmentally friendly packaging might initially incur <br />46 additional costs, potentially impacting smaller businesses with limited resources. More <br />47 information regarding these potential impacts could be gained through the engagement <br />48 process. <br />49 <br />50 Budget Implications <br />51 Budget implications are not known at this time. <br />52 <br />53 Staff Recommendations <br />54 Staff proposes a community engagement process spanning approximately 4-6 months. <br />55 This process will include online and mailed surveys for both business owners and <br />56 residents, a landing page on the City website with information, resources, and context, and <br />57 2-3 community conversations for business owners and residents to learn about the <br />58 proposed ordinance and provide feedback.
