<br />37 the EV Fire Engine and Diesel Fire Engine pros and cons as well as costs to the Roseville Finance <br />38 Commission. Overall, the Commission was supportive of the concept but wanted more information about <br />39 funding options to better assess appropriate avenues for purchasing. In January 2024 Fire Chief <br />40 Brosnahan returned to the Finance Commission to answer final questions and to seek direction from the <br />41 commission. The Finance Commission is supportive of transitioning to an EV Fire Engine and passed a <br />42 motion recommending that the City Council purchase a EV Fire Engine. They stated that after looking at <br />43 grant options and financials, it appears to be less expensive or equivalent to the diesel engine over the <br />44 long-term. <br />45 <br />46 Policy Objectives <br />47 The transition to an EV Fire Engine is consistent with Council established aspirations for the City of <br />48 Roseville: <br />49 Environmentally responsible, with well-maintained natural assets. <br />50 Safe and law abiding <br />51 This vehicle is likely to produce a safer response vehicle to help keep citizens safe as well as safer for <br />52 firefighters to operate. <br />53 <br />54 In addition, in the 2040 Comprehensive Plan a goal was set to reduce greenhouse gas emission by <br />55 2050 (Chapter 9). With the City’s Energy Action Plan and being a Greenstep City, this transition to a <br />56 more environmentally friendly and sustainable option. <br />57 <br />58 It should be noted that it is Fire Administration’s intention to work to transition command vehicles to <br />59 EV/sustainable options with future replacements. <br />60 <br />61 Racial Equity Impact Summary <br />62 The Fire Department is a service-oriented organization that responds to 911 emergencies 24/7/365. We <br />63 respond promptly and professionally no matter the emergency type or 911 caller. Inclusion is about <br />64 promoting justice, impartiality and fairness within our procedures and processes. Our fire engine type <br />65 should have no change in our goals as an organization to continue to address DEI in Roseville. <br />66 <br />67 Our preferred vendor, Rosenbauer, has a detailed DEI and affirmative action policy in place in an effort <br />68 to improve their workforce development and address equity. <br />69 <br />70 Budget Implications <br />71 The proposed EV Fire Engine presents a higher upfront cost to our capital plan. However, it should be <br />72 noted that this vehicle is forecasted to last longer in a “first-out” capacity as well as in a reserve capacity. <br />73 With the addition of an EV Fire Engine, the Fire Department projects it could increase the life of the <br />74 engine by 5 years, shifting it from being a 15-year vehicle to a 20-year vehicle; 10 of those years a “first- <br />75 out” engine. While the upfront cost is more, over the 20-year CIP it may actually be a total reduction in <br />76 cost with this transition. <br />77 <br />78 In addition, it is important to consider the operational cost reduction due to being an EV. There will likely <br />79 be a reduction of between $10,000-15,000 annually on the operations budget for fuel, oil changes, diesel <br />80 exhaust fluid (DEF) and other drive-train maintenance and repairs. <br />81 <br />82 An important component to consider is the warranty with the vehicle. With a large capital asset, we have <br />83 received agreement from the manufacturer that this vehicle would receive: <br />84 Five-year bumper to bumper warranty; an increase of over four years compared to a diesel <br />85 engine. <br />86 An available 10-year battery warranty to provide long-term operational confidence. <br />Page 2 of 3 <br />Qbhf!:!pg!219 <br /> <br />
