<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/8/2024 <br />Item No.: 7.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Approval of Roseville's 2024 Legislative Priorities <br />1 <br />2 Background <br />3 At the December 4, 2023 meeting, the City Council reviewed the adopted 2023 City Legislative Priorities <br />4 in anticipation of creating the City's 2024 Legislative Priorities. Based on that discussion, the City <br />5 Council directed staff to adjust the Legislative Priorities as follows: <br />6 <br />7 Retain the following priorities as part of the 2024 Legislative Priorities <br />8 Seek financial support for capital improvements for the state and regional asset of the Guidant <br />9 John Rose Minnesota OVAL and support facilities through the State Bonding Bill <br />10 Allowing a Taproom and Cocktail Room on the same premise <br />11 Enact statewide Licensing of Massage Therapists <br />12 Funding for Mental Health Voluntary Engagement <br />13 Improve transparency of information on property tax notices sent by counties <br />14 Allow for the use of city website or other technology-based methods for official notices <br />15 Implement Police Officer arbitration reform <br />16 Amend State Building Code Chapter 1306 to Allow Municipalities to Require Sprinkler Systems <br />17 in R-2 (Multi-Family) Occupancy Group <br />18 Racial Equity Data <br />19 Support legislative efforts to require the Department of Labor and Industry to adopt an advanced <br />20 energy standard as part of the State Building Code and other legislative efforts to support zoning <br />21 and financial incentives at the local level to encourage sustainable building design, construction, <br />22 and operation strategies that aim to lower overall greenhouse gas emissions <br />23 <br />24 Modify the following priorities for inclusion into the 2024 Legislative Priorities <br />25 Increased funding for local governments to address emerald ash borer <br />26 Amend state law to provide for the opportunity for city officials to participate virtually at city <br />27 meetings from a remote location without having to open the remote location to the public as long as <br />28 at least one publicly accessible location is offered when not in pandemic emergency <br />29 Increase funding for mental health services and resources for public safety <br />30 Review the effectiveness of state law in the regulation of emergency medical services <br />31 <br />32 Add the following new items to the 2024 Legislative Priorities <br />33 Receive authorization to utilize existing Funds in TIF District 17 (Twin Lakes) to assist in <br />34 redevelopment and environmental remediation (See Attachment 1) <br />Page 1 of 4 <br />Qbhf!234!pg!413 <br /> <br />
