<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/8/2024 <br />Item No.: 10.i. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Adopt a Resolution to Approve 2024 Reapportionment of <br />Assessments <br />1 <br />2 Background <br />3 Whenever the legal description of property changes, it is necessary to reassign previously <br />4 levied assessments remaining on the property to the proper frontage or area of the new lot <br />5 or lots. This is called “Reapportionment of Assessments.” This typically happens when a <br />6 property is subdivided or an easement is recorded on the property. The City Council must <br />7 approve all reapportionments. <br />8 <br />9 Until 1993, each reapportionment was done with a separate Council Action request and <br />10 Resolution. The need to process separate reapportionments was very costly and time <br />11 consuming. In the past, there have been as many as 30 reapportionments in a single <br />12 year. By adopting one resolution authorizing the Public Works Director to reapportion the <br />13 assessments, the overall process is streamlined and saves time for the City Council and <br />14 staff. <br />15 <br />16 Policy Objectives <br />17 The City Council must approve the reapportionment of levied assessments for property <br />18 subdivisions. The Engineering staff does the calculations to reapportion the assessments <br />19 and processes all supporting documentation for each request. <br />20 <br />21 Racial Equity Impact Summary <br />22 This resolution should have no equity impacts since it is administrative in nature. <br />23 <br />24 Budget Implications <br />25 There are no budget impacts associated with this resolution. <br />26 <br />27 Staff Recommendations <br />28 This system has been used since 1993 and has worked well.
