<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/8/2024 <br />Item No.: 7.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Entering into a Professional Services Agreement for <br />Referendum Communication Services for the City of Roseville <br />1 <br />2 Background <br />3 During the most recent session of the Minnesota Legislature, the City of Roseville was successful in <br />4 having legislation passed that allows Roseville to hold a local referendum at the next general election on <br />5 November 5, 2024 to ask for permission to institute a local sales and use tax of one-half percent to <br />6 finance the construction of a new Maintenance Facility and License Center. <br />7 <br />8 In order to provide the public with an understanding of the need for the Maintenance Facility and License <br />9 Center Project and to raise awareness of the referendum this fall, staff, including the City Manager, <br />10 Assistant City Manager, Community Relations Manager and Public Works Director met with 3 public <br />11 affairs firms seeking proposals. They were Rapp Strategies, Goff Public, and ICS. Two of the firms, <br />12 Rapp Strategies and Goff Public submitted proposals for consideration. Below is a summary of each <br />13 proposal. <br />14 <br />15 Rapp Strategies (Attachment 1) <br />16 Cost: Fixed fee of $32,000 <br />17 Scope of Work: Weekly planning and strategy meetings with the City, draft messaging to inform voters of <br />18 project and referendum, create monthly communications work plan, identify community input <br />19 opportunities, develop and design a referendum brand/logo, design and populate a referendum website, <br />20 draft social media posts about the project and referendum, create a fact sheet about the project and <br />21 referendum, develop a presentation to be used for community meetings, create mailer to all postal <br />22 customers about project and referendum, lead training sessions for City Council members and key staff <br />23 to prepare for public questions and interviews. <br />24 Experience: Rapp Strategies has worked on 87 local referenda in Minnesota and Wisconsin with <br />25 successful passage of 63 of those initiatives. Most recently, they worked with Edina, Bloomington, <br />26 Golden Valley, and Mounds View on their local sales tax referenda. <br />27 <br />28 Goff Public (Attachment 3) <br />29 Cost: Fixed fee of $40,000 <br />30 Scope of Work: Phase 1 - Comprehensive Communications Plan and Messaging work to understand <br />31 existing communication channels, cadence, and opportunities to inform the public of the referendum <br />32 question. Phase 2 - Creative Video Brief and Materials, which would include a fact sheet, a designed <br />33 direct mailer, and 2 to 3 social media graphics. The video brief would place City staff in a position to <br />34 produce and distribute the video. Phase3 - Ongoing Strategy/Support between August and November <br />35 that would include weekly or bi-weekly meetings to provide staff with communication and messaging <br />36 strategy and support related to the referendum. <br />37 Experience: Goff Public has worked on getting the vote out for the Mdewakanton Sioux Community, <br />38 leading Blue Cross and Blue Shield of Minnesota's employee advocacy program and leading the <br />39 successful ballot measure for Charter for Change (Minneapolis). <br />40 <br />Page 1 of 3 <br />Qbhf!56!pg!413 <br /> <br />
