30 Policy Objectives
31 Through the issuance of lawful gambling permits and the resulting investment into the community by
32 local non-profits, the City is furthering the aspirations of having the community physically and mentally
33 active and healthy and is engaged in the community's success of its residents and volunteers.
34
35 Racial Equity Impact Summary
36 A racial equity analysis has not been done as part of this request, but it should be noted that lawful
37 gambling, generally speaking, has the potential to have negative social and economic impacts, such as
38 addiction and financial strain on individuals and communities. These impacts may disproportionately
39 affect disadvantaged communities at a higher rate.
40
41 Budget Implications
42 As only 8 of the 12 available lawful gambling premises permits are issued, allowing a non-profit to have
43 additional locations would conceivably increase the revenue from lawful gambling sales and therefore
44 increase the fees collected by the City and the funds available to the non-profits to reinvest in the
45 community. Staff does not have an estimate on what this impact would be.
46
47 Staff Recommendations
48 Consider adopting an ordinance to allow for non-profit entities to have up to 4 separate
49 premise permits at different locations to conduct lawful gambling activities as shown in
50 Attachment 2.
51
52-or-
53
54 Consider adopting an ordinance that would limit the amount of premise permits that non-
55 profit entities may have at separate locations to no more than 50% of the existing amount
56 of premise permits issued by the City as shown in Attachment 3 and the ordinance
57 summary as shown in Attachment 4.
58
59 Requested Council Action
60 Motion to adopt an ordinance to allow for non-profit entities to have up to 4 separate premise permits at
61 different locations to conduct lawful gambling activities as shown in Attachment 2.
62
63-or-
64
65 Motion to adopt an ordinance that would limit the amount of premise permits that non-profit entities may
66 have at separate locations to no more than 50% of the existing amount premise permits issued by the
67 City as shown in Attachment 3.
68
69-and-
70
71 Motion to adopt the ordinance summary as shown in Attachment 4.
72
73
Patrick Trudgeon, City Manager (651) 792-7021 pat.trudgeon@cityofroseville.com
Prepared by:
1.
