At this time, the City has very few volunteers outside <br /> of the City Commissioners that undergo background checks. <br /> Mayor Roe asked if the result of the background check is kept confidential. <br /> City Attorney Tierney indicated that was correct. <br /> Councilmember Schroeder thought Councilmember Strahan made a good point <br /> regarding the City making this known to the applicant at the application level. She <br /> thought it could be an unpleasant surprise for some people, even if the person does <br /> not have anything in the background that is a problem. She liked the idea of trying <br /> to make that known ahead of time. She thought from a liability standpoint,the City <br /> needs to do it, especially if dealing with children. She thought it was a balancing <br /> act. <br /> Councilmember Groff agreed with everything stated. He thought people needed to <br /> know early on. <br /> Mayor Roe asked if there were any more questions on the proposed Code changes. <br /> Councilmember Etten noted on the first page of attachment two, letter D, it <br /> indicates Advisory Commissions and Commission Members will engage with the <br /> Roseville community, etc. He wondered if there should be something added that <br /> was explicit on how Commissioners may initiate ideas and proposals for further <br /> consideration by the Commission. <br /> City Attorney Tierney thought that was in the Rules of Procedure. <br /> Mayor Roe stated it is in the Rules of Procedure as to"how to do it",but he thought <br /> Councilmember Etten was suggesting the City be a little more explicit in the Code <br /> itself as to that is one of the things that Commissioners can and should be doing <br /> and then how to do it shows up in the Rules of Procedure. <br /> Councilmember Etten suggested the following language in the second sentence of <br /> letter D: <br /> "Commissions and Commission Members may initiate ideas and proposals for <br /> further consideration by either Commission or the City." <br /> Councilmember Strahan wondered if the sentence should end with City Council <br /> rather than City. <br /> Mayor Roe thought the City covered all of the bases for the City Council and staff <br /> because sometimes staff does handle administrative items. <br />
