Regular City Council Meeting <br /> Monday,April 8,2024 <br /> Page 5 <br /> Mr. Deitzel indicated his home has a well. He understands the main objective to <br /> do this is because of possible cross contamination but he did not understand what <br /> that affects if there is only a well on the property and not City water hookup. He <br /> asked if he would be able to repair, in the next ten years or so, the elements shown <br /> on the screen, other than digging a new well hole. He also asked if there would be <br /> any assistance, information-wise, about contractors, how this is done, other <br /> questions and concerns, and also financial assistance opportunities. <br /> Mayor Roe closed public comment with no one else wishing to speak. <br /> Mayor Roe asked Mr. Freihammer to answer Mr. Deitzel's questions about cross <br /> contamination and if the well could be repaired as well as if there would be any <br /> information about contractors and financial assistance. <br /> Mr. Freihammer reviewed the possibility of cross contamination with a well. He <br /> also explained the existing Ordinance does allow for the next eleven or so years to <br /> replace a pump or do other repairs to the well. It is permitted as long as a new well <br /> is not drilled. He indicated the City can provide a list of contractors and there is no <br /> funding associated with this unless the Council chooses to provide it. <br /> Councilmember Schroeder asked if the water is not to the curb and the street needs <br /> to be dug up, what party is responsible for doing that. <br /> Mr. Freihammer explained that would be the property owner's responsibility and <br /> would be an additional cost. <br /> Groff moved, Etten seconded, enactment of Ordinance No. 1674 entitled, "An <br /> Ordinance Amending Title 8 Section 801.22 of the Roseville City Code to Update <br /> Regulations Related to Private Water Supplies" <br /> Council Discussion <br /> Councilmember Groff thanked the department for doing all of this work, noting <br /> that in real estate,they have dealt with water issues for many years and the aquafer, <br /> if contaminated, is a huge issue. Sealing the wells up is for the public good and one <br /> of the main reasons he supported this as well as the issue of cross contamination. <br /> He explained that having the City's data accurate on the water usage for sewer <br /> billing is the other reasons he is supporting this. <br /> Councilmember Schroeder indicated she would be interested to hear about some of <br /> the programs the City has to help residents and what it would look like to have a <br /> discussion on that some other time. <br /> Mayor Roe echoed Councilmember Groff's comments on not continuing forward <br /> with residential wells, especially as the wells exceed useful life and need to be <br />
