Regular City Council Meeting <br /> Monday, April 22, 2024 <br /> Page 12 <br /> because she does not have enough information and has not been a part of the <br /> process. <br /> Councilmember Strahan stated she had been lobbying for a community center for <br /> as long as she can remember so when she thought this building would belong to <br /> Roseville and if in forty years it became the City's and for the City's use is one <br /> thing. But, to think that for forty years the City has to execute this program as is, <br /> that is a bit intimidating. She understands the nonprofit has been around for thirty <br /> years and applauds that, but non-profits do change, and come and go based on the <br /> market. She indicated this can be somewhat fickle and she has reviewed the 990s <br /> and there have been some pretty significant changes in income and fundraising <br /> based on the market. She shared some of that trepidation but yet was excited about <br /> this new workforce. She was very conflicted but felt there were a lot of questions <br /> that were raised and not answered through discussion. <br /> Mayor Roe asked if it is possible, at an upcoming meeting, to get an expert in this <br /> area to come in and help the Council understand it better. He thought the key issue <br /> was the risk and getting more information might help with that. He explained that <br /> as holders of the public purse and the public trust, the Council wants to make sure <br /> to understand the risks and how things unwind if things do not go as planned. <br /> City Attorney Tierney explained the City Council has an EDA Attorney, Gina <br /> Fiorini, who could help with answering questions. <br /> Councilmember Etten agreed with all of the comments made and the concerns and <br /> praise for KINF work. If this item is tabled to discuss with EDA Attorney Fiorini, <br /> he would also be looking for some information and feedback,knowledge that could <br /> be gleaned from other suburbs that have done this. He noted he was certainly <br /> apprehensive about those long-term responsibilities. <br /> Councilmember Groff concurred. He explained the issue for him is what is the risk <br /> involved here with the taxpayers. He would like more information on that. <br /> Mayor Roe thought more discussion would be needed at the May 6th meeting. <br /> e. Consider Approval of Community Aspirations and Authorize Next Steps for <br /> Receiving Strategic Planning Proposals <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated April 22, 2024. <br /> Mayor Roe asked the City Council if this was at a point where the Council might <br /> be able to take the output of the last two years process and adopt those as the City's <br /> aspirations going forward. <br />
