Regular City Council Meeting <br /> Monday,April 22,2024 <br /> Page 14 <br /> Mayor Roe agreed and thought this is a living document that can always be revisited <br /> if needed. <br /> Roll Call <br /> Ayes: Strahan, Etten, Schroeder, Groff, and Roe. <br /> Nays: None <br /> Mayor Roe indicated, as to the strategic planning process, that he wanted to say a <br /> few things to kick off the conversation. One of the reasons he asked that the report <br /> from Envision Roseville be included in the packet was because not only does the <br /> report include the aspirations, but it also identifies successful outcomes with the <br /> "where..."statements under each aspiration. He thought that was the starting point <br /> for some measurable objectives and things the City can work towards. He wanted <br /> to make sure the Council does not lose track of that. Even beyond that, he noted <br /> some of the aspirations in the report include talk about more specific measures of <br /> some things or concerns expressed by the community. He stated that reviewing that <br /> information helped inform what the City's strategic planning might look like from <br /> a couple of perspectives. One is the notion of identifying what those outcomes are <br /> under each of the aspirations, which is important because the Council wants to <br /> know what to look for and what is trying to be achieved. He thought a big piece of <br /> this was trying to acknowledge and understand what the City is already doing <br /> toward some of those things.Then the Council can come up with strategic planning <br /> to accomplish some of things noted where we are falling short of the desired <br /> outcomes. <br /> Councilmember Schroeder thought Mayor Roe made a good point because there <br /> needs to be something to start with on this and it is important that whoever is <br /> working on this has the same priorities as the Council and what is being discussed. <br /> She explained they want to make sure the City gets the right consultant to walk the <br /> Council through this,make sure this is kept on task, and know what they are doing <br /> when it comes to strategic planning. <br /> Councilmember Etten appreciated the framing the Mayor provided. Some of these <br /> aspirations are the same as before and at some point, the Council needs to find out <br /> what the City is doing towards these aspirations, what the City wants to expand in <br /> this area, or what a new program is. But, if the Council does not talk about what <br /> the City is doing now,the Council will probably create a whole bunch of nonsense <br /> that staff will not understand and walk away from. <br /> The Council discussed the process that should be taken with strategic planning and <br /> a consultant leading the Council discussion. <br /> Councilmember Schroeder thought two half days would work best in order to do <br /> some work and have time to think about it and come back. <br />
