Discuss Smoke-Free Multi-Family Housing Strategies <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request For Council Action and related attachments dated April 22, 2024. <br /> Ms. Katie Engman introduced Ms. Kara Skahen from ASNR-M, who provided a <br /> presentation to the City Council. <br /> Mayor Roe thanked Ms. Skahen for the presentation. <br /> Councilmember Etten indicated the City has a resident that has been quite vocal <br /> about concerns with buying into a community that indicated it was smoke free but <br /> is not and some of these steps run into the same issue such as a grandfather policy <br /> or a blind eye attitude. He wondered if there are any points from things learned <br /> from other places on how to handle these kinds of issues. <br /> Ms. Skahen explained her association has a toolkit on compliance and enforcement <br /> for properties that can be provided free of charge and technical support. That being <br /> said, they encourage properties to have everything written. Everything should be <br /> documented. The association does not recommend permanently exempting any <br /> smokers in a building and does not consider that to be a smoke free property. If <br /> there are fixed term leases, and a lease cannot be broken mid-lease, if someone <br /> refuses to sign onto a smoke free policy before their lease is up her association <br /> makes it very clear to managers that they need to notify all new residents moving <br /> into the property what the smoking policy is for the property and that the property <br /> is transitioning to be smoke free and may still smell smoke until a certain date,until <br /> the person who most recently signed a lease has signed the smoke free policy. She <br /> would say part of that issue tends to be confusion from multiple parties in terms of <br /> what policy details are, what that timeline is, what the transition is. There are a <br /> number of different resources that could be provided for that situation. <br /> Councilmember Etten explained this particular case is a condominium community <br /> and the residents are the owners. The issue is the board is choosing to not enforce <br /> their own rules. He wondered how these things help or don't help with that. He <br /> thought the City needed help with how these things would interact with <br /> enforcement. <br /> Ms. Skahen thought that was the appeal of having a city-based policy. It levels the <br /> playing field and the same rules for everybody. <br /> Councilmember Groff thought perhaps the educational portion of this may be <br /> helpful and a step toward smoke-free housing. <br />
