Regular City Council Meeting <br /> Monday,April 15, 2024 <br /> Page 4 <br /> Parks Superintendent Jim Taylor gave a presentation on the Forestry program and <br /> EAB update. <br /> Councilmember Schroeder asked what the difference is between a"fair"tree and a <br /> "good"tree in the presentation. <br /> Mr. Taylor explained that a fair tree means it may have lost some of its canopy top <br /> or lost some limbs overtime, so it is not perfectly symmetrical. A good tree would <br /> be a good canopy and proper structure to it, leafing out now. <br /> Councilmember Schroeder asked regarding the EAB, has the department had <br /> cooperation from the private side when there are infected trees on private land. <br /> Mr. Taylor explained the City does get calls regularly, usually from a resident <br /> whose neighbor has a tree that they are worried is going to fall on their house or <br /> garage. The department has a laid out, detailed process on how those things are <br /> managed. He reviewed the process with the Council. <br /> Councilmember Strahan asked if the City is planning a 2024 tree sale. <br /> Mr. Taylor explained this year the sale will be in the fall. He indicated the City is <br /> planting a lot of trees this spring and will be busy caring for them. Because so <br /> many trees are being planted, the Tree Trust did not have stock until the fall to do <br /> the tree sale. <br /> Councilmember Groff congratulated the department on the grants, noting it was <br /> quite impressive. He asked how the City handles falling trees in Reservoir Woods <br /> or other City parks because it could be in dangerous spots, like pathways. <br /> Mr.Taylor explained the City uses the third Saturday events to clean up some areas <br /> adjacent to trails. The general process is, if the tree falls in a wooded area, it is left. <br /> However, the City has started to see some areas, after years of that happening, that <br /> it is creating a ratty mess. Reservoir Woods is on the list to clean up some areas <br /> adjacent to trails. If there is a hazard, the City will get that tree off the ground. <br /> Mayor Roe thanked staff for the presentation and noted it made sense to look at <br /> ways to use the tree replacement funds for those private properties as suggested by <br /> Staff. <br /> 8.
