EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> * * X * * * * * * * * <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota was duly held on the 3rd day June 2024 at 6:00 p.m. <br /> The following members were present: Strahan,Etten, Schroeder, Groff, and Roe; <br /> and the following were absent:None <br /> Member Etten introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 12073 <br /> RESOLUTION APPROVING THE PROPOSED `JOEVIA PLACE' PRELIMINARY <br /> PLAT AND SUBDIVISION VARIANCE (PF24-007). <br /> WHEREAS, Thomas Blomberg has submitted a valid application for approval of a subdivision <br /> variance and the proposed Joevia Place preliminary plat of the property addressed as 210 County <br /> Road B2; and <br /> WHEREAS, the property included in the Joevia Place preliminary plat includes Ramsey County <br /> Property Identification Number 12-29-23-41-0054; and <br /> WHEREAS, the proposed subdivision conforms to all of the applicable standards of the City of <br /> Roseville zoning and subdivision codes except that the width of the proposed Lot 1 and Lot 2 are <br /> 80.2 feet in width rather than the minimum 85 feet established in §1004.09.B of the City Code; <br /> and <br /> WHEREAS, the Roseville City Council has made the following findings pertaining to the <br /> nonconforming width of the proposed Lots 1 and 2, pursuant to §1102.02.0 of the City Code, <br /> which mandates that the City make four findings as a prerequisite for approving a subdivision <br /> variance: <br /> 1. The proposal is consistent with the Comprehensive Plan. The proposal is generally <br /> consistent with the Comprehensive Plan because the resulting four-dwelling-per-acre is <br /> about in the middle the Comprehensive Plan's range of 1.5 to 8.0 dwellings per acre in low <br /> density residential areas. <br /> 2. The proposal is in harmony with the purposes and intent of the zoning and subdivision <br /> ordinances. The purposes and intent of the standard minimum lot width is basically to <br /> ensure there is adequate space for a home on a given lot and to create a uniform distribution <br /> of homes along a street frontage. The proposal is in harmony with these purposes of the <br /> subdivision ordinance because the preliminary site plans clearly show the 80-foot lots can <br /> easily accommodate new homes,and because it would continue a uniform building pattern <br />
