Regular City Council Meeting
Monday,May 13, 2024
Page 5
diagram, is that the goal is clearly toward the organization and not to the public.
She thought this was the biggest thing, that the City is not taking the public and
trying to figure out how to not so successfully most of the time, figure out how to
bring that back in. Staff is trying to bring the public in to figure out this internal
plan. She thought that was the biggest thing. If it is in the Scope and Duties, it is
clear that the big change from it being an ambassador to it being the thought pool
that is drawing from their knowledge to create something.
Mayor Roe thought it was important to say that there isn't some sort of an
ambassador role included in this plan that can be a part of what the City does. He
noted however there has already been some conversations about what that could
look like. Folks that are interested in that area hopefully can find a way to make
that connection. It is just not through this specific mechanism anymore.
Councilmember Schroeder explained in the Scope and Duties, it states, "may
represent the City at events, where appropriate, and approved by City staff or the
City Council," so there is some interaction.
Mayor Roe agreed but it is not being out there trying to engage in a similar
ambassador way.
Ms. Olson thought that had been a big push/pull on the Commission. There are
people who want to be out and engaging with people and then there are people who
want to do more of the review and provide feedback. Trying to capture that all, in
one group, has been difficult. So, as the Mayor alluded to, there are some
conversations occurring one way that the City can get those who are interested in
being out and engaging, doing something, in a different role, a different scope for
that. Then also using this group to provide feedback and review. She noted staff
is trying to focus on one first and then will get the other one going.
Mayor Roe thought it was important to note that while this group is focusing on
this organization's(the City's) policies, procedures, actions, and what the City is
doing, the whole purpose of this organization (the City) is to serve the public, and
to advance public interest in the community within the parameters of a city.
Ultimately, that is what the City staff and Council are trying to do. The key part of
it that this group can help with is to make sure that as the City is doing all of the
things that are needed it is also addressing those equity and inclusion areas actively,
appropriately, and effectively moving forward.
Councilmember Groff explained he understands the ambassador part that staff is
talking about but there was also frustration with that because many of the people
he talked to stated they did not know why they were doing that. He agreed that this
is internally focused. But, through that, he thought they might be able to broaden
that part of it through the program and then other parts further on in the process.
