<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 5/20/2024 <br />Item No.: 7.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Adopting Resolution Approving the Vacation of a Utility <br />Easement at 571 Roselawn Avenue <br />1 <br />2 Background <br />3 On November 27, 2023, the City of Roseville approved the right-of-way (ROW) vacation of <br />4 a portion of unimproved Carlisle Avenue and Kent Street located east of Dale Street and <br />5 north of Roselawn Avenue. During that process, we retained utility easements over the <br />6 vacated ROW. Since that time, the property owner at 571 Roselawn Avenue gathered <br />7 signatures from adjacent property owners and has petitioned the City to vacate the utility <br />8 easements over this parcel, as shown in attachment 3. <br />9 <br />10 Staff has reviewed the need for the utility easements. There are currently no utilities in the <br />11 easement. Although there is some undeveloped land to the north of the property, there is <br />12 another right-of-way available for future utility connections if that parcel gets developed. <br />13 Staff is supportive of vacating the utility easements. <br />14 <br />15 The vacation will not be official until such time the City Manager executes and records a <br />16 Notice of Completion of this vacation. Since the vacation was petitioned, only a majority <br />17 Council vote is needed for approval. <br />18 <br />19 No written public comments have been received to date. <br />20 <br />21 Policy Objectives <br />22 This action is intended to “right-size” the City’s property rights and property management <br />23 responsibilities for Roseville’s current and future needs. <br />24 <br />25 Racial Equity Impact Summary <br />26 There should be no equity impacts associated with this vacation as there is no public use or <br />27 planned public use for utilities in this area. <br />28 <br />29 Budget Implications <br />30 There is no financial impact to the City of Roseville. <br />31 <br />Page 1 of 2 <br />Qbhf!31!pg!257 <br /> <br />
