<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 5/20/2024 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Professional Services Agreement for Water Meter Vault <br />Project <br />1 <br />2 Background <br />3 On September 25, 2023, the City Council approved a Construction Cooperation Agreement <br />4 with Arden Hills for the Hamline Avenue Watermain Project. This project involves upgrading <br />5 the watermain size on Hamline Avenue between Josephine Road and Glenhill Road (City <br />6 Limits). As part of the project, staff has determined that the water meter that serves this line <br />7 should be upgraded as part of this project. The meter size is not adequate to serve the <br />8 project flows in the future. <br />9 <br />10 In order to design the new meter sizes and the new meter vault that the new meters would <br />11 go in, staff reached out to three consultants. A consultant is needed since meter sizing and <br />12 designing vaults is specialized work. This work would be tied to the Hamline Avenue <br />13 watermain construction project for later this summer or early next year. The consultant <br />14 would also design vaults and meter sizes for future replacement of the other Arden Hills <br />15 connections on County Road D at Fairview Avenue and Cleveland Avenue, which would be <br />16 constructed at later dates. <br />17 <br />18 Staff received three proposals: <br />19 SEH, Inc – $26,770.00 <br />20 HR Green - $33,800.00 <br />21 HDR - $50,651.00 <br />22 <br />23 Although the proposals varied in scope slightly, staff recommend the SEH, Inc., proposal <br />24 be approved since the scope meets the City’s needs and is the best value. Staff has <br />25 worked with SEH on prior projects, including most recently the water tower painting project. <br />26 <br />27 The City Attorney has reviewed the standard professional service agreement, terms and <br />28 conditions. <br />29 <br />30 Policy Objectives <br />31 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />Page 1 of 2 <br />Qbhf!:7!pg!257 <br /> <br />
