<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/15/2024 <br />Item No.: 7.a. <br />Department Approval City Manager Approval <br /> <br />Item Description: Receive Ramsey County Presentation – County Road C Project <br />1 <br />2 Background <br />3 Ramsey County, in collaboration with the cities of Roseville and Little Canada, is working to <br />4 redesign County Road C (CSAH 23) between Lexington Avenue and Little Canada Road. <br />5 This redesign will include a 4-to-3 lane conversion of County Road C, complete with a <br />6 continuous center left turn lane. The roadway will be resurfaced and restriped and traffic <br />7 signals will be replaced at Rice Street and Lexington Avenue. The project will also be <br />8 looking at pedestrian/bicycle needs and updating those facilities for the project area. <br />9 Construction is anticipated in 2026. <br />10 <br />11 The project is also preparing plans to replace the bridge over BNSF railway west of Victoria <br />12 Avenue and preparing an intersection control evaluation for the intersection of Victoria and <br />13 County Road C. Both will be future construction projects and are currently unfunded. <br />14 <br />15 Ramsey County’s project manager, Joey Lundquist, and Alysa Johnson from SRF <br />16 Consulting will be presenting project information to the City Council. <br />17 <br />18 More information can also be found on the project website: <br />19 https://www.ramseycounty.us/residents/roads-transportation/future-road-projects/future- <br />20 road-construction-projects/county-road-c <br />21 <br />22 Policy Objectives <br />23 It is a City goal to create a sustainable transportation network by encouraging more efficient <br />24 use of existing roadways and limiting the need for future roadway expansion. <br />25 <br />26 Racial Equity Impact Summary <br />27 The project will improve traffic safety for all right-of-way users. Additionally, it will improve <br />28 facilities for non-motorized traffic and upgrade pedestrian ramps to meet ADA standards. <br />29 <br />30 Budget Implications <br />31 Per Ramsey County’s Cost Participation Policy, Roseville and Little Canada may <br />32 participate in the design fees, right-of-way acquisition, and construction currently budgeted <br />33 in the County’s Transportation Improvement Plan (TIP) to have a local share of $1.2M – <br />34 however, costs are anticipated to be much less than budgeted.
