<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/22/2024 <br />Item No.: 10.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Accept State of Minnesota Pathways to Policing Grant Award <br />1 <br />2 Background <br />3 On December 4, 2023, Council approved applying for the 2024 Pathways to Policing grant <br />4 funding. On March 15th, the Minnesota Department of Public Safety notified the Roseville <br />5 Police Department that funding would be awarded in the amount of $30k. Eligible Cadets or <br />6 Community Service Officers (CSOs) will receive up to $10k in reimbursement to help cover <br />7 the costs associated with the board-certified Minnesota Professional Peace Officer <br />8 Education program of their choice. A condition of the grant is that candidates must pass <br />9 their state-mandated licensing exam by March 31, 2026. To be eligible for participation in <br />10 the 2024 Pathways to Policing program, Roseville Cadets and CSOs will submit plans from <br />11 their colleges confirming they are on track to meet this deadline. <br />12 <br />13 The State of Minnesota Grant Contract (Attachment 1) has been reviewed and approved by <br />14 the City Attorney. <br />15 <br />16 Policy Objectives <br />17 Allow the Roseville Police Department to enter into a grant contract agreement with the <br />18 Minnesota Department of Public Safety, commencing Pathways to Policing grant activities, <br />19 thereby advancing the City’s commitment to the Strategic Racial Equity Action Plan <br />20 (SREAP) and the Department’s mission to recruit nontraditional police officer candidates in <br />21 an effort to better reflect the community served. <br />22 <br />23 Racial Equity Impact Summary <br />24 The City of Roseville and the Roseville Police Department remain committed to a workforce <br />25 that truly represents the diversity and lived experiences of everyone in the community. <br />26 Accepting Pathways to Policing grant funding will help create broader opportunities for <br />27 historically under-represented law enforcement candidates and create stronger <br />28 relationships and engagement with our community. As the city continues to grow and <br />29 increase in racial diversity, it is important we continue to recruit police officers with diverse <br />30 voices, perspectives, and lived experiences. <br />31 <br />32 Budget Implications <br />33 There is minimal financial obligation or risk to the City of Roseville. Each eligible Cadet or <br />34 CSO can seek reimbursement funds (up to $10k) from the City of Roseville for school <br />35 related expenses incurred over the grant period.
