REQUEST FOR COUNCIL ACTION
Date: 4/22/2024
Item No.: 7.b.
Department Approval City Manager Approval

Item Description: MnDOT Update on the Hwy 36 Transportation Study

Background
The Minnesota Department of Transportation (MnDOT) is looking ahead to the future of
Hwy 36 in Roseville, Little Canada, and Maplewood. The 8-mile segment of Highway 36,
from Cleveland Avenue/I35-W, to just east of English Street, and the roads that cross
Highway 36, are the subject of the Highway 36 Transportation Study. Roseville staff has
been engaged in the process and serve on the Project Management Team. The Study is
broken into three phases:

Phase 1: Purpose and Need (February 2023 – September 2023)
Phase 2: Alternatives Evaluation (September 2023 – April 2024)
Phase 3: Study Document (April 2024 – July 2024)

MnDOT’s Project Manager for this study, David Elvin, will be presenting an update to the
City Council about the study.

Attached is a map of the study corridor and the presentation slides. More information can
also be found on the project
website: www.dot.state.mn.us/metro/projects/hwy36maplewood-roseville

Policy Objectives
It is a City goal to create a sustainable transportation network by encouraging more efficient
use of existing roadways and limiting the need for future roadway expansion.

Racial Equity Impact Summary
This is a study that will identify potential projects. There are no equity impacts at this time.
As a part of the study’s data gathering and needs assessment, community demographics,
including race, have been collected, analyzed, and will be incorporated into future projects.

Budget Implications
This is a study that will identify potential projects. The City of Roseville may cost participate
in future projects, but that is not yet known and future projects would return to the Council
before using City funds.

Qbhf!33!pg!33:
