In a resident survey of <br />38 Ramsey County Multifamily Housing residents, it was found that more respondents who <br />39 identified as White reside in smoke-free properties compared to other races. In the same <br />40 survey, it was found that more persons who identified as Black or African-American reside <br />41 in smoking-permitted properties compared to other races. <br />42 <br />43 With any regulation prohibiting smoking in multifamily housing units, care should be taken <br />44 to ensure that unintended consequences do not occur, such as housing instability for <br />45 renters or negative outcomes for renters due to racial profiling due to enforcement <br />46 techniques. <br />47 <br />48 Budget Implications <br />49 None were identified at this point.
