<br />REQUEST FOR COUNCIL ACTION <br />Date: 5/13/2024 <br />Item No.: 7.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss Purpose, Scope and Role of Human Rights, Inclusion and <br />Engagement Commission <br />1 <br />2 Background <br />3 Over the past several months, Council has had discussions surrounding the scope, duties <br />4 and purpose of the Human Rights, Inclusion and Engagement commission (HRIEC). These <br />5 have included the following: <br />6 April 8, 2024 - Discuss feedback regarding the HRIEC scope, duties and functions <br />7 March 11, 2024 - Council discussion on HRIEC scope, duties and functions <br />8 February 12, 2024 - Council adopted amended commission ordinance and <br />9 scheduled future discussion on HRIEC scope, duties and functions <br />10 January 22, 2024 - Joint meeting with HRIEC to discuss scope, duties and functions <br />11 November 27, 2023 - Council received HRIEC recommended changes to scope, <br />12 duties and functions <br />13 <br />14 Over the course of these several months, additional work has been done by the Council- <br />15 appointed subcommittee (Etten and Schroeder) as well as staff. Many conversations were <br />16 had with current and former members of the city's HRIEC, other community members and <br />17 stakeholders. These conversations helped to inform the subcommittee and staff regarding <br />18 priorities, purpose and roles the community can play to ensure the work surrounding equity <br />19 and inclusion within the city is intentional and sustained. From these conversations a draft <br />20 purpose statement, scope, and role for the group has been created. Staff will lead a <br />21 discussion which is intended to gain consensus on the following: <br />22 The purpose, scope and role of the group <br />23 Format of the group <br />24 Next steps and timeline <br />25 <br />26 <br />27 Policy Objectives <br />28 Chapter 201.02 of the City Code states that "Advisory Commissions are established to <br />29 provide a method for citizen input and are advisory to the City Council."
