<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 6/3/2024 <br />Item No.: 5.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Juneteenth Proclamation <br />1 <br />2 Background <br />3 Juneteenth (short for June Nineteenth) marks the day when federal troops arrive in Galveston, Texas in <br />4 1865 to take control of the state and ensure that all enslaved people be freed. The troops' arrival came a <br />5 full two and a half years after the signing of the Emancipation Proclamation. Juneteenth honors the end <br />6 to slavery in the United States and is considered the longest-running African American holiday. On June <br />7 17, 2021, it officially became a federal holiday. (Excerpt from https://www.history.com/news/what-is- <br />8 juneteenth) <br />9 <br />10 Staff is bringing forward a proclamation recognizing Juneteenth for council consideration. In 2017, a <br />11 group of Roseville residents gathered to celebrate Juneteenth and Black culture, and this celebration <br />12 has continued to grow year after year. The city is again a sponsor of this celebration that will take place <br />13 on Saturday, June 15, 2024 at Roseville Central Park from 11:00 - 2:00 p.m. In addition, in 2022, the <br />14 City Council declared June 19th an official city-recognized holiday and in 2023 it became an official state <br />15 holiday as well. <br />16 <br />17 Based on this, staff believes this meets the criteria outlined in the city's Proclamation Policy and is <br />18 recommending it be adopted and issued and included as part of the annual slate of proclamations the <br />19 city council approves. <br />20 <br />21 Policy Objectives <br />22 Our community aspiration to be a community that is welcoming and inclusive of all people regardless of <br />23 country of origin, race, ethnicity, gender, sexual preferences, age, physical ability, or socioeconomic <br />24 standing. This proclamation helps promote inclusivity by encouraging people to celebrate the Juneteenth <br />25 holiday. <br />26 <br />27 Racial Equity Impact Summary <br />28 Juneteenth is a day of committed reflection and recognizes that – across people and nations – historic, <br />29 ongoing, structurally embedded and government-sanctioned racial discrimination has perpetuated its <br />30 impacts upon all our generations, including to this very day; and the City of Roseville and its leadership <br />31 strive to be intentional and accountable to identify solutions to undo the harm of the legacy of racial <br />32 discrimination and slavery. <br />33 <br />34 Budget Implications <br />35 The City has budgeted $6,000 to contribute and help sponsor the Roseville Juneteenth celebration on <br />36 June 15, 2024. <br />37 <br />38 Staff Recommendations <br />39 Adopt and issue the proclamation and add the Juneteenth Proclamation to the list of annual <br />Page 1 of 2 <br />Qbhf!4!pg!357 <br /> <br />
