The applicant proposes to retain the existing house addressed as 210 County Road B2 on a large <br />14 parcel (i.e., Lot 3 in the proposed Joevia Place plat) and create two additional lots for detached homes <br />15(Lots 1 and 2) fronting Grandview Avenue. Subdivision proposals resulting in three or fewer lots are <br />16 considered a minor plat, requiring the City Council to hold the public hearing (unlike a major plat that <br />17 requires the Planning Commission to hold the public hearing). As proposed, Lots 1 and 2 would be just <br />18 over 80 feet in width, which would require approval of the Subdivision Variance component of the <br />19 application. <br />20 <br />21 Legislative Authority <br />22 When considering subdivision and variance requests, the role of the City is quasi-judicial; to determine <br />23 the facts associated with a particular proposal and apply those facts to the legal standards contained in <br />24 the ordinance and relevant state law.
