May 6, 2024 <br />Patrick Trudgeon <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Sent via email: Pat.Trudgeon@cityofroseville.com <br />Mr.Trudgeon, <br />I represent Eric Carrara in the issue involving the fence he erected on his property located <br />at 257 South McCarrons Blvd. I am responding to the City of <br />permitanddemand that he removesthe fence. This is hisletter requestingan appeal. <br />Background <br />Mr.Carrara set out to build a privacy fence onhis property running along a public sidewalk. <br />Before doing so, he contactedthe City Engineer with his plan. In November of 2023, he told the <br />City Engineer that his plan was to remove the existing city fence and build his own six-foot privacy <br />fence. <br />The Engineering Departmentconfirmed that he would need a fence permit because it was <br />a six-foot privacy fenceand informed Mr. Carrara that he did not need any other permits for the <br />project. The Department reviewed the plan for his fenceand approved it.Following the approval, <br />Mr. Carrara confirmed with theDepartment via email: <br />I just want to confirm we are approved permit to remove the current city fence and <br />replace with our own 6ft privacy fence? <br />Following the approval from the City Engineer, Mr. Carrara applied for the fence permit <br />withRoseville <br />upkeepThe design showed the fence would run the entire width <br />of his property right along the sidewalk. <br />On March 12, 2024, Roseville issuedMr. Carrara a residential fence permit. The <br />tstandard privacy <br />consistent with the plan approved by Roseville. <br />In April of 2024, the work on the fence began pursuant to the permit issued by Roseville. <br />The work was on track to be completedexactly as approved. The City fence was removed,and <br />the privacy fence was installed. <br />After most of the work was completed, Jesse Freihammer ofRosevillePublic Works <br />revoked the fence permitand ordered the work to stop.Via email, Mr. Freihammer claimed the <br />stop order was issued and permit revoked because the permit application did not make it clear that <br />1 <br />Qbhf!29!pg!331 <br /> <br />
