2. SAFETY: <br />The main reason I would like to see the fence taken down is because of the safety <br />concern it creates. Within the first days of it being put up a child was almost hit by a <br />car leaving the property's driveway. The fence blocks the view of both pedestrians on <br />the city trail/sidewalk as well as cars leaving the driveway and on the road. This trail <br />around Lake McCarrons is an especially busy path, more so than even other city <br />sidewalks, creating an even higher chance of someone getting hurt. <br />3. PRECEDENT: <br />I also think allowing this fence to remain creates some precedents. A dangerous one <br />of allowing fences over four feet in a front yard. Which I believe would create in some <br />places in Roseville dangerous driveways as well as an unwelcoming community. It <br />would also create a precedent of allowing fences in a right-of-way. Which I know were <br />created so the city could have access to property for community improvement and <br />upkeep. In the case of the trail around Lake McCarrons, we need the fence to be <br />removed because, as I understand, one of the main maintenance tasks that the fence <br />is obstructing is the ability to do snow removal properly. And therefore, making the <br />trail a less accessible community resource in the winter. <br />4. COMMUNITY GOOD VS INDIVIDUAL BENEFIT: <br />I believe if this fence remains up it would not be in alignment with City Council <br />precedent. It was mentioned in the last council meeting on June 3rd that the council <br />felt that it should vacate some undeveloped alleyways because not all citizens in <br />Roseville were receiving the same benefits as these residents were, with having the <br />city pay for maintenance of trees and land in the undeveloped alley. In the case of <br />this fence, many community members have expressed concern of the safety, the <br />impediment of city upkeep as well as the impact of community character and property <br />value. To me, it seems clear that in keeping this fence up in the city Right-of-way it <br />would only benefit one individual and have a negative impact on the wider <br />community. <br />Thank you so much for hearing my thoughts and concerns, <br />Magi Korder <br />286 McCarrons Blvd S. <br />Roseville, MN 55113 <br />P.S.
