ITEM DESCRIPTION: Discuss Possible Parks and Recreation Needs Assessment Background A parks and recreation needs assessment is a tool that communities use to measure community satisfaction with Parks and Recreation service offerings, and to develop an understanding of current community needs. According to the National Recreation and Parks Association: Community needs assessments should give you three crucial pieces of feedback: (a) activation: how are your community’s residents currently using your facilities, programming and parks? (b) satisfaction: how satisfied are they with the above? (c) needs: beyond satisfaction levels, is your agency’s “finger on the pulse” of your community’s priorities regarding health and wellness, socialization and connection, out-of-school time programming and any other essential needs? This information can be crucial in evaluating possible changes to facilities and service offerings. The last parks and recreation specific community needs assessment was conducted in 2011. In recent years, both the Parks and Recreation Commission and the City Council have expressed an interest in conducting an updated needs assessment. Most recently, a needs assessment has been discussed as a helpful tool in evaluating options for the replacement of amenities that could be lost with the possible completion of the Campus Master Plan on the current Veterans Park. Staff will provide a preliminary summary of the benefits of a community needs assessment, discuss some possible strategies for data collection, and solicit feedback from the commission regarding a possible needs assessment. It is important to note that funding is not currently identified in the 2024 budget for a needs assessment. Recommendation Receive staff presentation and provide feedback.
