REQUEST FOR COUNCIL ACTION
Date: 7/8/2024
Item No.: 10.d.
Department Approval City Manager Approval

Item Description: Approve Clean Water Fund Grant Agreement with Metropolitan
Council

Background
Roseville was again successful in a grant application for the Water Efficiency Rebate
Program offered by the Metropolitan Council. For the 2024-2026 cycle, the state
appropriated $1,500,000 from the Legacy Amendment’s Clean Water Fund for water
demand reduction grants to assist municipalities in the metro area with implementing water
demand reduction measures to ensure the reliability and protection of drinking water
supplies. Once the agreement is fully executed, Roseville will have $27,500 available for
water efficiency rebates, of which Roseville will need to contribute a 20% match (or
$5,500). Residents can purchase approved dishwashers, toilets, clothes washers,
showerheads, or replacement irrigation controls, then submit a reimbursement application
to the City. If funds are still available and the purchase qualifies, a rebate will be applied to
their water bill. There is $300 maximum rebate amount per household, per grant cycle. In
the 2022-2024 cycle, Roseville issued 96 rebates for a total $25,000 ($20,000 from the
grant plus city $5,000 match). Once fully executed, the grant information can be found at
cityofroseville.com/water_rebates.

Policy Objectives
It is City policy to work to provide efficient and costeffective services through
intergovernmental coordination and to provide efficient and highquality public services.

Racial Equity Impact Summary
The availability of the grant will be shared digitally and also in the printed City newsletter.
The funds are first come first served and do not have equity criteria to reserve or prioritize
the funds.

Budget Implications
The Water Fund will cover the City’s 20% required contribution, for a total of $5,500.

Staff Recommendations
Staff recommends Council approve the Clean Water Fund Grant Agreement with
Metropolitan Council.

Qbhf!58!pg!88
