<br />40 Policy Objectives <br />41 Among the City’s Community Aspirations are to ensure that the community is safe and law- <br />42 abiding. Having a business that conducts illegal actives is counter to that aspiration. Properly enforcing <br />43 city codes, specifically Chapter 309, and not granting a massage therapy establishment license to a <br />44 business that may continue illegal activity will be supportive of the City meeting its Community Aspiration <br />45 around community safety. <br />46 <br />47 Equity Impact Summary <br />48 According to the findings in ‘Human Trafficking Task Force Report Human trafficking is prevalent within <br />49 the massage profession. Research shows that as many as 6,500 illicit (massage) businesses are active <br />50 in the United States.” The report further states that human trafficking is linked with fraud in massage <br />51 therapist education and in the licensing pathways. Human trafficking in the massage profession is part of <br />52 a much larger international problem that creates slavery, bondage, intimidation, violence and trauma. <br />53 The Trafficking Victim Protection Act of 2004 found that traffickers primarily target women and girls, who <br />54 are disproportionately affected by poverty, have limited access to education, suffer chronic <br />55 unemployment, discrimination, and lack economic opportunities in their countries of origin.
